I use full install 32bit 11.04 on my both computers - shuttle xs35gtv2 and dell mini 9 with the same lxpanel setup. So, maybe the problem is that i use "only icons" option for open apps list, or maybe that i don not use system color.
And it is full frozen only lxpanel - menu icon, mail - nothing is working, but i can launch apps from cairo-dock.

Is there a difference between the panel being stuck and freezing?
On 11.04 and 11.10, I was unable to do anything with the panel while it was "frozen".

If the Menu got frozen, you can NOT do anything unless logout or reboot.
If the Menu got stuck, you still can do whatever you want but the Menu is stuck (opened).
I had the 2nd case when the menu got stuck. I already attached a screenshot and problem reported via mailing list to Lubuntu Team.
How it happens:
1- I click to open the menu
2- Make a selection from one of the category, say Graphics > Showwell
3- Program will be opened
4- Usually the menu should disappear after you make the selection but in my case it did not.
5- I have to click on the menu again until it disappears
It happened many times with Lubuntu 11.10 on two test PCs.

It freezes on Debian wheezy, too, and on sid as well. Quite often. All I can provide is some task states, maybe helps. Oh and the "cure" which works is:

From time to time, my Desktop folder icons (the default "Home" and "Computer" icons) fail to open with a left-button double click. When my system starts this behavior, it get really, really slow. The only solution I have found to date is to restart my computer.
My LM12 LXDE is pretty much a stock installation (i.e., very little tweaking).
