I'm brand new to LXDE, and my first impression is, "Wow! Looks great!"
I want to add a volume control to the panel. When I right-click on the panel, I don't see an applet for volume control. Is it a plugin I have to add, or...? If so, where do I get it, and how do I install it?
What other methods could I use to set volume levels?

I figured it out. The panel menu was confusing me a little... I thought the Panel Applets tab was showing me what was available to add--but it's showing what's already on the panel..

Right-click panel
Add/Remove Panel Items
Panel Applets Tab
Click on "Add"
Select available plugin

I realize that this is rather a late reply, but thanks for the tip. I just kind of "assumed" from when I first looked at the add applets the same as above. It isn't the most full featured volume control I've seen but serviceable.
I am running LXDE as of Debian 501 and the volume control MUTE, if it was a bug, has been fixed. The volume control was NOT muted as of the above date.
