I'm running Lubuntu 16.04 in an old Asus EEE 900 netbook. Given its 9" screen, I'm looking to save as much space as possible.
I've got fbpanel running nicely, with genmon printouts of vitals much like a conky. But rather than the window and fbpanel sharing the screen, I would like to make fbpanel on top of everything, all the time, right on top of the window titlebar.
Is that possible? I don't see any handle to jiggle in fbpanel's config file and now wonder if I could tell openbox to do it somehow?

I think I figured it out:
In fbpanel's settings, choose Width = 75; Height =22; Edge = top; Alignment = center; untick "do not cover by maximized windows"; tick "set 'Dock' type"; tick "Set stacking layer"; choose "Panel is above all windows"
