not sure what you are asking;
there is an option to "place windows under mouse pointer" in obconf.
it works like this:
- move the mouse to where you want the window to appear
- open the window (i.e. launch the app)
no clicking!

Default install of LXDE 16.04 you probably meant Lubuntu 16.04. after you login, there should be a way to change language/locale/keyboard settings "system wide" or "for all users".
