Have you tried left- or right-clicking the icon, is there a Preferences dialog?

Please explain "on top of screen", I don't understand what is wrong there.

Unfortunately my lxpanel freezes when I try to add launcher items via gui.
Can you post the relevant files from ~/.config/lxpanel so I can copy them over and do some testing?

Otherwise I don't think this is possible with lxpanel, but surely some other panel supports activation through external command.

Within those tools you are using it is surely possible.
But for the terminal itself - tricky.
AFAIK, this is only possible if the terminal emulator supports it. Like urxvt.
