Only to finish the discussion. After some tests, I found out that StartupNotify clearly does not work only on Ubuntu based distributions. Currently I installed OpenSUSE with LXDE and here StartupNotify=true partially works - only for the Desktop icons. Start menu and application launchers on the LXP...

One correction: On OpenSuse Linux StartupNotify actually works. It was my fault to report it as not working. But in Linux Mint it does not works at all. So, is it an Ubuntu problem? Any suggestions? What to check?

StartupNotify=true in the .desktop files does not work.
Actually I never managed to make StartupNotify=true to work in LXDE. Is this my flaw, or bug in LXDE. If it is a bug, in what LXDE component?
