One of the beauties of LXDE is components for the most part are not integrated. So install a different panel. I like fbpanel: http://lxlinux.com/fbpanel.html.

LXDE is a minimally integrated system, which means most components are independent and can be replaced. So just replace the lxpanel with a different panel. I recommend http://lxlinux.com/fbpanel.html. Or install stalonetray, which I think includes a taskbar.

It seems to me you should go with a desktop that isn't so forceful in what it requires of the user. I recommend just going with an openbox-pcmanfm set-up. Have a look at "power Manager" as Rex suggested. However, your image shows it in "settings".
Otherwise, install "xscreensver" or "gnome-screensaver" to get controls.
