I can't seem to find the article that gives instructions on how to create a script to rotate the wallpaper so I will try to give you instructions here. I think that the problem is that my video devices arent found early enough in the boot process. According to /etc/init/plymouth-splash.conf if the video device isnt found, it resorts to the text boot splash, which I think is what Im seeing.
