You could search if a command output plugin exists, i.e. it runs some shell command and displays its output.
That would be simpler than writing one specifically for net speed.

No, the task bar settings seem to be in order.
I have to assume that the rest of the panel stretches over to the second monitor, and is currently covered by a terminal.
Please also show us the Geometry tab of Pamel Preferences.

Again, LXDE is a desktop environment. If it runs on top of Xorg then yes, Xorg supports xf86-* drivers.

There's lxinput, but it's possible it does not support what you want.
