Install and use Idesk (http://lxlinux.com/#2). Then you can place and hold desktop icons anywhere you like.

It is a dynamical menu and should populate itself with the applications in the various application directories. But there is a lot you can do with changing the form of the menu. Perhaps you could post an image so that we would know better what you are asking. The directories (places) listed on the pcmanfm left panel can be controlled by checking the boxes offered up in (starting in pcmanfm header bar): Edit > Preferences > Layout.
