Make lxpanel 'Reserve Space' All The Time?

I've just recently started using LXDE and have a question about configuring the lxpanel. I've read about config options via the wiki (https://wiki.lxde.org/en/LXPanel) and have seen this bit:

setpartialstrut=1  # ask the window manager to reserve the space for the panel and not to cover it with maximized windows
But I'd like the panel to 'reserve space' all the time, not just when windows are maximized. For example, I'd like to be able to open emacs along side a file browser or something,and not have the lxpanel sitting on top of the minibuffer (the bit at the bottom of the emacs window where you see commands as they are typed).

Any thoughts about how I might accomplish this? As things stand, I can't use emacs unless I maximize the application, and I don't always want to do that.

I'm using lxpanel 0.8.2 on a new install of Fedora 25 LXDE.

I'm hoping this will be an easy win for someone with a bit more experience than I using/configuring lxpanel.

have you tried all options in the preferences?
maybe just set it to autohide?
maybe just resize the emacs window? or tell it to start up with a given window size?
or tell openbox that the panel should be always on bottom? or emacs always on top?
