Is it possible to launch the 'keyboard layout handler' plugin from a terminal?

I'd like to launch the same window that appears when you right click on the language plugin and select the 'keyboard layout handler' option.

Out of curiosity, doesn't your keyboard layout handler fuction correctly? Works for me.
