Developing Applications for LXDE

What are the guidelines for developing applications that integrate with the LXDE environment? What versions of libraries should be used? I assume Gnome3 is not being used. What version of Gnome/GTK should be used? What is the best way to set up a dev environment on Fedora for LXDE? What IDE/dev tools should I use and what versions of those will produce executables that fit with the current LXDE/Fedora?
