Why chinese character can't inputed in console with root user?

Why chinese character can't inputed in console with root user?

My os:debian8+lxde0.2
chinese input method is: fcitx
The locale output is same for both root and normal user.

Chinese character can be inputed when to enter console with normal user.

I wonder why chinese character can not be inputed when to enter console with root user.
When to enter into console with root user, the fcitx can't opened to work.
