Config Permissions

I have LXDE on Ubuntu 9.04 on an old PIII 500 256Mb 10Gb, and its running real nice. I also have a six year old who has a habit of clicking things when he doesn't know what they do. Recently I noticed his login has no panels so I thought I'll change the permissions of the configs in ~/.config/lxpanel/LXDE/panels/ to rw-r-r, group and owner to root which should prevent him from deleting them however its still possible, right clicking the panel and selecting 'Delete this panel' causes the the files disappear.
