Nothing stops you from downloading a distribution such as Lubuntu or Fedora LXDE Spin or OpenSUSE LXDE or Sidux or several others, which are probably more accessible from more places.

The download on the LXDE home page is of largely historical interest from before the major distributions picked up LXDE.
