One keyboard layout too many in applet

I've been trying to make a simple applet with an image in the middle. I'm not trying to do anything fancy, and I've tried many different forms of the code. From what I can see, I think the image isn't being found by the compiler. The compiler then gives me no error. then when compiled the applet is lacking the image. I think my issue lies in the fact that the image isn't being found by java, I just don't know to get it into the right file or the right place.
