lxpanel settings dialog absent

I've got armel MID with Ubuntu 9.10 and lxpanel/openbox preinstalled. From beginning there was no lxpanel config GUI. If right-click by mouse on lxpanel menu icon then nothing happiness. Other lxpanel stuff works well but I cannot tune lxpanel in GUI, only by editing it's config files. Anybody can tell - how can I open GUI instead? I don't believe it was thrown away from code. Is there any other way call this dialog from terminal or else? May be it is switched off in any config file? May be it is in absent executable file?

You use SmartQ from Smartdevices? I think in their revised version of LXDE this feature is disabled. All configuration is possible only through the configuration file...
