Desktop larger than viewport - possible?

Is that possible make desktop large than viewport? On handheld not all dialogs fit to screen. Screen size is 800x480. I want make desktop 1024x768 and allow scroll it in viewport. Is that possible with openbox itself? Or I can do that only in xorg config? Or I cannot do that in any way? Please somebody explain details specific to openbox and LXDE. I'm little affraid change xorg configs - this can easy make system unbootable.
