I had two files there (named 'panel' and 'panel.orig'). On startup, panel configuration would read BOTH files, effectively creating two panels, one on top of each other.
Even though that took a little bit to figure out, I'm having lots of fun with LXDE in general.

Thanks man. I had a back up of my panel in this directory and it was causing a problem with notification icons not appearing in the tray.
LXDE has its own way..

I have tried many solutions but the only one that worked for me was uninstalling the overlay-scrollbar libraries
