How active sound theme and change sounds?

Hello, i seek for activating sounds of system because LXDE play any sound.They're are all in /usr/share/sounds/freedesktop/stereo and I have a index.theme file.
How can I activate sound theme?
Sounds are in .oga, what's it?(ogg file but any player play them
