you don't open any files with it.
it allows you to modify the current theme (and only the current theme), and it will write appropriate entries to some files, without you having to know which ones.
if you want to start editing/creating/modifying themes, it really isn't that hard. just copy a theme and start hacking away and see what happens ;-)

ok now I have understand. but "gnome-color-chooser" works only with GTK2:

i want to change GTK3 colors. :-(
