Hello :

LXQt claims to be the result of the merge between LXDE and Razor-qt.

So my question is :

Is LXDE still in active development ?

Welcome to the LXDE forum. Short answer to your question is yes. Historically, LXQt is the product of the merge between LXDE-Qt, an initial Qt flavour of LXDE, and Razor-qt, a project aiming to develop a Qt based desktop environment with similar objectives as the current LXQt. It was supposed to replace LXDE as a desktop but they are both continue under development as far as I know

In that they are both desktop environments, that is correct.
