When I hover over icons in my Notification area (like the battery icon), the Text Pointer Tip box is displayed off-screen. I can just see the top of the text box.

You mean the tooltip?
I have had that, too.
I don't remember the fix...
Have you tried changing GTK themes, then log out/in?

Yes.
I will try changing the theme.
