What is the recommended method to contribute to the development?

Pootle seems to be down, the git repository seems to be down and the last patch on Sourceforge was accepted almost two years ago. The only place where I find some repositories is on GitHub, but without much activity there.

Ask the Q on an LXDE mailing list or in a github issue?
I think there's enough activity on github.com/lxde; YMMV.
