In the preferences of lxpanel, you can enable transparency.
Rightclick->Preferences

yes. rightclick on the lxpanel and selected Enable Transparency,but start menu not works yet.

i think start menu is about gtk theme.

The start menu in your screenshoot is not transparent. It is black on black. Some part of the front of the car is not visible due to the menu.
