How to set up permanent default keyboard layout in LXPanel?

How to set up permanent default keyboard layout in LXPanel?

Every time I reboot or logout from LXDE, I get "us" default layout keyboard and USA flag instead of mine, and I put my keyboard layout in /etc/hal/fdi/policy/10-keymap.fdi.
I have mine letters, but to see my country flag coresponding to keyboard layout, I have to remove Keyboard Layout Switcher panel applet, ad again adding it to see my country flag. And before that I need to type in terminal setxkbmap if I want to see my country flag in LXPanel.

I have Arch GNU/Linux installed.

Now I see how LXDE manages keyboard layout. If I start LXDE with SLiM login manager (propably also works with KDM,GDM,Quingy), than I see country flag acording with my keyboard layout. If I startx from console, than, LXPanel shows USA flag, but keyboard layout stays the same, which is defined in 10-keymap.fdi.
