Making the locking LXpanel

I am installing lubuntu in a school, 6-12, lab environment. I would like to be able to make access to the KXPanel unavailable for one user (Student Login). Is it poddible to do this?

Welcome to the LXDE forum. Is it correct to say that you only want to prohibit one of your student users from using the LXPanel in your computer lab?

We have a generic Student login for all computers. It is called LA Student. We use Google Apps and have set the lubuntu up to be as much like a chrome device as we can.
